This problem has been Addressed in ArcGIS and ArcReader Service Pack 5, also fixed in ArcGIS 10.1

Workaround

A. Uninstall sp4 and roll back to sp3.ORB. Re-associate the pmf file extension with ArcReader instead of the ArcGISFileHandler.1a. (WinXP) open your windows explorer, click on ‘Tools’ from the main menu and click the 'Folders Options' at the bottom of the drop down menu. Under Folder Options, select the 'File Types' tab. Click 'New' and enter 'pmf' in the File Extension box. 1b. (Win7) In Windows Explorer, right-click any pmf file and select Open With2. Select Browse and navigate to <install path>\ArcGIS\ArcReader10.0\bin\ArcReader.exe. 3. Be sure to check on the "Always use the selected program to open this kind of file." 4.
