Workaround
1. In Netbeans IDE go to Tools menu > Plugins.2. In Plugins window dialog box > Select the 'Downloaded' tab.3. Click the 'Add plugins' button. Browse to the folder for netbeans plug in :C:\Program Files\ArcGIS\java\tools\netbeans_pluginAdd both the files.4. Click Install. 5. Close and reopen Netbeans.
