Additional Information

The issue comes down to the line width of the scale bar symbol. The scale bar is correct if the line symbol is measured from the center. To verify this, I explicitly set the scale bar to one division at 1,333 feet, and set the line symbols for the bar to be very thin. It sat right on the guidelines.
