Unable to include the attribute data from features when exporting a layout as a PDF file in ArcGIS Pro 3.1.

This is not a bug, it is actually by design. The option is still there, but accessibility tags must be unchecked first. Due to the design of PDF files, the document cannot be tagged for accessibility and export PDF layers and feature attributes. In ArcGIS Pro 3.1 the 'Include accessibility tags' option is turned on by default as many organizations requires the PDFs to support this. However, it changes the drop-down appearance. On the Accessibility tab, uncheck the 'Include accessibility tags' option to display the drop-down option.Steps to Reproduce
