This is as designed. Have to configure ArcGIS Data Store first.

Workaround

Configure the ArcGIS Data Store with the Server site first, then update the SSL certificate.

**Note: Issue has repeatedly come up via support cases (and a GeoNet thread) and is referenced in two existing defects that were fixed in 10.6.1: BUG-000111974 and ENH-000114303. The documentation at 10.8 places the SSL certificate update in the steps to deploy ArcGIS Data Store successfully, so either the documentation should move the SSL certificate update after the configuration of the data store or the updatesslcertificate tool should be modified to allow for the certificate update prior to configuration.
