Duplicate of BUG-000104475: Please see the following help document which outlines the compatibility matrix between versions of Portal for ArcGIS and ArcGIS Pro - http://enterprisedev.arcgis.com/en/portal/latest/administer/windows/configure-arcgis-pro-licenses.htm It is a documented limitation that ArcGIS Pro licenses generated from the 10.5 License Manager are not compatible out-of-the-box with Portal for ArcGIS 10.3.1.Workaround
In Portal.json, on line 2, change: 'arcgisprodesktop' to 'files' and the portal.json successfully imports on a 10.3.1 Portal.Steps to Reproduce
