This is likely due to a known compatibility issue between WebView2 and older Citrix XenDesktop environments, particularly 7.15 LTSR, where Citrix API hooks can prevent embedded web views from initializing correctly. ArcGIS Pro 2.9 was the first version that used WebView2 for the interactive chart display. Upgrading Citrix to a newer version such as 7.22 is very likely to resolve the issue, as these versions significantly reduce or eliminate the WebView2 limitations seen in 7.15-era deployments.
