Workaround
- Login into arcgis.com as a developer account user.
- Select Group tab > select the desired group > select the desired web map > click any preferred layer under the layers option.
- A new tab opens.
- Under the preferred layer, click the Export to drop-down option, and select either Export to Shapefile, or Export to KML.
- Fill in the required details on the Export to Shapefile, or KML wizard.
- Click Export.
- A new Shapefile or KML is saved under My Content.
Note: This workaround is only valid for feature services hosted in ArcGIS Online. A user with secure service credentials can also use the extract data operation, refer to the following link, https://developers.arcgis.com/rest/analysis/api-reference/extract-data.htm in the REST Services Directory of ArcGIS GIS Server.
