Additional Information
This is by design. Unable to have a related row (FKEY) if it does not have a parent (PKEY). This is the referential integrity in ArcGIS Online and orphan related rows are not supported. There is a logic to cascade delete when the parent is deleted (composite relate) or set the FKEY to null if the relationship is not composite.
Workaround
Change the {00000000-0000-0000-0000-000000000000} value to null.
