Be sure to log in on the item details page with a user that has an ArcGIS Pro Extension North America StreetMap Premium license assigned prior to downloading to avoid receiving the permission error. If this issue persists, please call the Support Service for further examination, as this issue is not reproducible once logged in with a proper license assigned.Workaround
Users may follow the alternative workarounds:
- Sign in to My Esri.
- Click My Organization and click Downloads.
- Navigate to ArcGIS Streetmap Premium North America (Mobile Map Packages) and scroll down to select Canada Ontario.
- Click Download.
