Not Reproducible.Workaround
- In ArcGIS Online, click Organization, and click Settings.
- Select Map.
- In the Basemap Gallery section, uncheck the checkbox for 'Use Esri vector basemaps in supported ArcGIS apps'. The basemap is able to be downloaded successfully.
Unchecking the checkbox notifies ArcGIS Online that only raster basemaps are used, not vector tile layer basemaps.
