Anonymous users are not able to generate files because ArcGIS Server does not allow anonymous users to access the extract operation. Anonymous downloads are made available by allowing anonymous users to download files originally requested by the Creator user type. The issue is addressed in Portal for ArcGIS 10.8.1 Enterprise Sites Patch 1 (https://support.esri.com/en/download/7836) and also made available in Portal for ArcGIS 10.7.1 Enterprise Sites Patch (https://support.esri.com/en/download/7759). With the patch installed, additional steps must be taken in order for anonymous users to download data: * The item must be available as a hosted feature service with Export or Extract option enabled. * The item must be shared publicly. * A Creator user type must request download of a given format. Once each condition is true, the given file format will be available for anonymous users to download.Steps to Reproduce
