Additional Information

ArcGIS Server image services are not supported for offline use on iOS and Android, only Windows - http://doc.arcgis.com/en/collector/android/create-maps/supported-data.htm It is for that reason why the map is still offline enabled, because Windows supports it.

Workaround

Use a cached map service.
