This issue is not reproducible in the latest version of Microsoft Edge (Chromium) and newer versions of ArcGIS Enterprise.Workaround
Click the Enable editing or grayed out Enable Sync check box, and refresh the page multiple times. Eventually the sync capability can be disabled.
