Unable to disable the My Location widget in Portal for ArcGIS 10.7.1's Web AppBuilder for ArcGIS, if the 'Watch for location changes' option is checked.

Workaround

With the "Watch for location change" option disabled in the widget configuration, the widget can zoom to the location after being panned away or zoomed out. This behavior is demonstrated here: https://www.screencast.com/t/7zV77vYbS.

However, the graphic does not disappear, even with a low timeout value.
