Unable to disable Mobile Worker users as the option is not available in ArcGIS Online. The option is only available to users who are under the Creator user type.

This issue is not reproducible in ArcGIS Online. If the issue occurs, contact Esri Support Services, as additional information is required for further investigation.Workaround
In ArcGIS Online, on the Organization > Member tab, the Mobile Worker user type is chosen, and the original role of that user is changed and restored to enable the 'Disable member account' option. The account that manages the users must have administrator privileges.
