This was addressed in a Calcite Design System issue: https://github.com/Esri/calcite-design-system/issues/11650 where the auto-expanding behavior was removed. It will not be present in version 3.2.0 of Calcite or version 4.33 of the ArcGIS Maps SDK for JavaScript.
