Additional Information
In ArcGIS Enterprise 10.9.1, restrictions were added to prevent special characters in the certificate alias when adding new certificates. This should prevent the need to delete them through the The ArcGIS Server Administrator REST API.Workaround
Login to The ArcGIS Server Administrator REST API using the https://hostname:6443/arcgis/admin. Delete the certificate from Home> Machines > Machine name> SSLCertificates.
