Additional Information

This issue is not reproducible with the release of ArcGIS Enterprise 10.8.1 (and newer versions). ArcGIS Enterprise 10.7.1 is now in mature support and is no longer eligible for patch support.

Workaround

Upgrade Portal for ArcGIS to the latest version.
