Unable to define a NoData value for a raster dataset stored in a file geodatabase if the raster dataset is not first added to the map in ArcGIS Pro.

Additional Information

This is by design. The NoData value for a geodatabase raster (FGDB and SDE) is applied to a bit mask, and discarded (not persisted). That is why the NoData value is not persisted as a property once it is removed from the layer.
