Additional Information

The service must be able to be reached by ArcGIS Online. To create an offline map area for a web map containing a secure public feature service, the service must be from an ArcGIS Server 10.8 or later site. Refer to https://doc.arcgis.com/en/arcgis-online/manage-data/take-maps-offline.htm.
