Unable to reproduce the issue using ArcGIS Pro 3.5 and publishing to ArcGIS Server 11.5.Workaround
Choose any of the following workflows:
- Copy the content from the ArcGIS Pro map created from the imported MXD file into a new map and publish from there.
- Create the map solely within ArcGIS Pro.
- Publish from ArcMap.
