We have confirmed VLC Livestreaming is functional in Enterprise 11.4 with a video server federated to Portal for use with Excalibur. The following workflow, for confirmation purposes, is what worked: 1. Install VLC on the Video Server machine. 2. Run ipconfig in the command line to acquire your machine's IPv4 address. 3. In VLC, go to File > Stream. Add your video file, then click Stream. 4. At the "destination setup" screen, select "RTSP," then "Add." 5. The default port (8554) should work unless closed on the network. For the output Path, use "/test" without quotation marks. Click "next." 6. Disable Transcoding. 7. Begin streaming. If your test video is short, we recommend waiting until you are finishing creation of the video service in Excalibur. 8. In Excalibur, navigate to the "Publish Layer" page and select "RTSP Livestream" under Livestream options. 9. Enable "Fetch" mode. 10. For the RTSP stream address, it needs to be in the format "rtsp://:8554/test." For example, we used rtsp://.esri.com:8554/test". 11. Name the livestream. 12. Select "Start Automatically" and "Stop Automatically." This will begin the livestream when it picks up the stream. 13. Create the service. 14. In Excalibur, navigate to the "Analysis Layers" page. There is often a delay between the Video Service being published and the stream starting. If the stream has not been picked up yet, click "View" every few seconds to confirm, but depending on the network, it could take up to 30 seconds to a minute to start in Excalibur.
