Unable to create an offline map area from within Field Maps Designer when using a vector tile layer REST URL from Portal for ArcGIS and packaging fails.

This issue was not reproducible in-house and will not be addressed at this time. If the issue persists, contact Esri Support Services.Workaround
Offline areas can be created from the mobile app, but users will be prompted to log in because the REST URL is from their enterprise.
The field workers have no access to the portal, so it will prompt them to log in. This is why the client needs to create the offline area on the Field Maps Designer web app before field workers are able to access the offline map area on the mobile app.
