Workaround

Users can create a Story Map Tour using a different option (i.e. Flickr images or reference images via URLs), but cannot use the image upload option. If people upload their images on a web server they can access them in a Map Tour either by pasting in the URLs when the create the tour in the Story Map Tour builder, or by assembling their places in a CSV file, including the URLs to the images, and then importing that into the Builder. If users want to create a tour-type story map by uploading images, Another alternative would be to use Story Map Journal instead of Story Map Tour to make a tour-type story. This allows users to upload their images. Each section in the Journal can how one or more pictures about a place in the map shown in the section. Here are some examples of tour-type story maps created using Story Map Journal instead of Story Map Tour.

Using Map Journal gives users more access to more options for this sort of story, so it can be a good choice.
