Unable to create a new Story Map Tour when the default basemap is set to anything other than 'Esri Default'. The tour fails with an error message "Sorry, Map Tour loading failed."

This issue is not reproducible in the current ArcGIS Online platform (5.2).Workaround
Create a Story Map Tour by following the instructions below: 1. Go to the web map > Share > create the web application. 2. Change the default basemap to 'Esri Default'.Steps to Reproduce
