Additional Information
The issue is non-reproducible with portal 10.9.Workaround
Updated Workaround:
- Instead of saving the feature drawn with the 'Save to My Content' option, select the 'Export to GeoJSON' option.
- Add the item to Content in Portal for ArcGIS. The item is successfully published as a hosted feature layer.
