This issue is addressed in ArcGIS Pro 3.1, 2.9.7 and 3.0.5.Workaround
When a database sequence referenced by an attribute rule is deleted, copy and paste fails with the error. The issue is addressed in ArcGIS Pro 3.1 to display the missing sequence and the rule being used for the user to create the missing sequence.
