Unable to copy a tile package that exceeds 4GB to an Android device using the FAT32 storage format for use in Collector for ArcGIS.

Workaround

Use a third party application to download the tile package directly to the device, and manually move the package into the ArcGIS_Collector folder. (This is not an Esri approved workaround but it works successfully.)
