Bug
Unable to connect to the Oracle 12.2.0.1 database if the connecting user owns a table named layers. An error message, “This release of the GeoDatabase is either invalid or out of date" is returned.

Workaround
- Rename the table named layers. For e.g. Layers_table.
- Delete the layers table.
