Workaround

1. Secure the geocode service in ArcGIS Server manager (in testing, built-in token security was used) 2. Using the documentation on “Configure utility services”, follow the steps under the heading “If the service is not from a federated server and requires credentials” (http://server.arcgis.com/en/portal/latest/administer/windows/configure-services.htm) to add the secured Geocode service into Portal 3. In testing, the Esri Maps Locate Workflow did not have any problems when the service was secured and added to Portal this way.
