The dashboard support has been deprecated since ArcGIS API for Python version 2.1.0. For more information, refer to the documentation: https://developers.arcgis.com/python/latest/guide/deprecation-notices/Workaround
Edit the gauge control and set the minimum and maximum values from fixed to statistics.
