Additional Information

The spatial reference of the map and tiling scheme of the basemap must match for the web map to be shared. The basemap must be a valid basemap with a cached map or tile service. In the reproduced steps provided, the basemap does not contain a cached or tiled service.

Workaround

The workaround for the error is publishing the map as a web layer.

In the documentation, it states the ability to choose a tiling scheme or use a custom tiling scheme. However, when this data is shared as a web map, an error occurs and the tiling scheme cannot be changed. There is no issue when sharing the map as a web layer.
