This area of the software is working as expected. When varying symbology by size, if 'Enable size range' is checked, the upper and lower values of the ramp can be edited. The two arrow control values must remain within this range. More to the point of the original issue, the equivalent of the 'Quantity by category' functionality from ArcMap is available in ArcGIS Pro 3.3.Steps to Reproduce
