This is as designed. Clicking the icon to open the Share dialog is only available in the My Content tab.Workaround
- For users' own item: Change the sharing preference from My Content.
- For other users' item (accessible only by users with the administrative privilege): Click Organization > Members > More Options > Manage Items.
