This issue is addressed in 3.2, 3.1.2, 2.9.10, and 3.0.6.Workaround
Change the current version using the Change Version tool. The temporary output layer of the Make Route Event Layer tool is expected to not change the version since the layer is not stored in the enterprise geodatabase, but in the computer's memory.
