Additional Information
This is a known limitation in Map Viewer and is planned to be supported in the upcoming March 2022 release of ArcGIS Online. This limitation is documented in the following link, https://doc.arcgis.com/en/arcgis-online/reference/limitations-and-compatibility-mv.htm.Workaround
Select the current basemap, search for a new layer, and select 'Use as Basemap' to change the basemap.
