Unable to change 'Scale Visibility Range' to 'Room' of the tiled layer through the API and causes the tile layer to not be visible when zoomed-in beyond the maximum level of detail (LOD).

Additional Information

Set the MapView's constraints.maxScale to 0. This allows users to over zoom the layer tiles, refer to the following link, https://developers.arcgis.com/javascript/latest/api-reference/esri-views-MapView.html#constraints.
