This behavior occurs when attempting to authorize a Single Use license in ArcGIS Pro 3.7 that was created through the ArcGIS Pro add-on conversion process available before December 1, 2025. Starting with ArcGIS Pro 3.7, only ArcGIS Pro Standalone Single Use licenses can be authorized for use in ArcGIS Pro. Any previously converted Single Use licenses are quoted as user types upon renewal. Customers may request ArcGIS Pro Standalone Single Use license at time of renewal.
