This issue is not reproducible in ArcGIS Online as the Indoors Maps extension is now an Organization extension that is available to all users in the organization If a similar issue occurs, please contact Esri Support Services, as additional information is required for further investigation.Workaround
Open a new account with the 'Indoors User' user type to the organization to manage only the ArcGIS Indoors Maps license.
