This issue is no longer reproducible. A similar issue is fixed in the last release.Workaround
1. Sign in to ArcGIS Online as the group owner.
2. Change the 'Who can contribute content' settings to 'All group members.'
3. Return to the 'New default member' settings.
4. Manage the group and search for the group.
This issue also occurs when inviting a new member from the 'Members' tab. For more information, refer to https://doc.arcgis.com/en/arcgis-online/administer/invite-users.htm.
