This issue is no longer reproducible in the current version of ArcGIS StoryMaps. If the issue reoccurs, contact Esri Support Services.Workaround
- Publish the PDF file and story map for public use.
- Copy the URL.
- Add the embedded content.
- Select the card and scroll towards the bottom and check the 'Custom card details' check box.
- Enter the text in the Title box. The Save option is now shown as available.
- Scroll up and select Image.
- Upload the image and click Save.
- Publish the story map and view it on a small screen.
