Additional Information

The issue is expected behavior. Refer to https://developers.arcgis.com/javascript/latest/api-reference/esri-layers-CSVLayer.html#creating-a-csvlayer. The values of latitude and longitude fields have to be stored in WGS84 in the CSV feed. Hence CSVLayer's spatialReference defaults to WGS84. Specify the layer's spatial reference to match the spatialReference of the view to improve the performance.
