Workaround

Manually edit <a href="file:c:/arcgisserver/arcgisoutput/%service" target="_blank">c:\arcgisserver\arcgisoutput\%service</a> name%\WMS\getcapabilities130.xml to replace the misinterpreted data with the correct information.
