This issue is fixed as part of the release of ArcGIS Enterprise 11.0. If this layer and workflow is required on ArcGIS Enterprise 10.9.1, consider the provided workaround of using the Sharing API addItem operation.Workaround
In ArcGIS Enterprise 10.9.1, use the addItem operation in Portal Directory API. Refer to the following documentation: https://developers.arcgis.com/rest/users-groups-and-items/add-item.htm. If adding a service URL that is part of the Living Atlas subscriber content, pass the organizational ArcGIS Online credentials within 'Service Username' and 'Service Password' parameters.
