Unable to add new members in Portal for ArcGIS if the new member default group settings are set but no default user type or role is set.

Additional Information
Currently, a default user type and role to configure other new member defaults are required. If the new member defaults group(s) is configured, but not the user type and role, then adding members may fail. In ArcGIS Enterprise11.4, this experience is improved by blocking the ability to configure new member defaults, without first configuring the user type and role.Workaround
Set the new member default user type and role before setting the new member default group.
