ArcGIS Pro uses the "rel": "data" href link provided in the service's JSON landing page to build the request to the data. BUG-000168527 was addressed in ArcGIS Pro 3.6, re-test in ArcGIS Pro 3.6 and contact Technical Support if this issue is still reproducible.
