This is a duplicate of BUG-000126390.
Workaround
- Copy feature classes from the geometric network using the Feature Class to Geodatabase geoprocessing tool and under Environments, select disable for the Output has Z Values option.
- Add feature classes to a feature dataset and create a geometric network.
- Publish the geometric network as a feature service with referenced data to Portal for ArcGIS 10.9.1 with feature access enabled and no default z-value.
- In Portal for ArcGIS, save the feature service to a web map in Map Viewer.
- Open the map in ArcGIS Field Maps and click the Add button to add a feature and select the feature type.
- Add the geometry and/or attributes and click Save.
This workaround works for data in the coordinate system WGS84 Web Mercator (Auxiliary Sphere).
