Additional Information

This issue is no longer reproducible after installing the Portal for ArcGIS 10.6.1 Enterprise Sites 2 Patch. Refer to, https://support.esri.com/en/Products/Enterprise/portal-for-arcgis/portal-for-arcgis/10-6-1#downloads?id=7684.

Workaround

Set the sharing settings of both ArcGIS Enterprise site and the feature layer to everyone.
