Unable to add data from a file to a map created in Map Viewer if the user is not signed in but is able to in Map Viewer Classic by using the Modify Map button.

Additional Information
Adding data from a file in Map Viewer is not possible if not signed in, as the data either creates an item or a hosted feature layer.Workaround
Open the map in Map Viewer Classic in incognito mode or not signed in. Now the ability to add a file from a map is available after clicking Modify Map.
